Entry-Level Driver Training (ELDT)

About the ELDT Regulations FMCSA’s Entry Level Driver Training (ELDT) regulations set the baseline for training requirements for entry-level drivers. This applies to those seeking to:

Obtain a Class A or Class B CDL for the first time; Upgrade an existing Class B CDL to a Class A CDL; or Obtain a school bus (S), passenger (P), or hazardous materials (H) endorsement for the first time. The ELDT regulations are not retroactive; individuals who were issued a CDL or an S, P, or H endorsement prior to February 7, 2022 are not required to complete training for the respective CDL or endorsement.

If an applicant who obtained a CLP prior to February 7, 2022, and obtains a CDL before the CLP or renewed CLP expires, the applicant is not subject to the ELDT requirements.

Any individual who meets one of the exceptions for taking a skills test in 49 CFR Part 383 is also exempt from the ELDT requirements.

The Federal Motor Safety Administration (FMCSA) and the truck driving industry value the safety that results from standards in professional driver training. A uniform national benchmark works towards this goal by making sure that all drivers learn the same basic safety skills, regardless of the state in which they obtained training. Training consistency is harder to achieve when each state has its own commercial driver’s license (CDL) training requirements. The Entry-Level Driver Training (ELDT) mandate addresses this inconsistency by  providing a minimum standard nationwide to ensure that new drivers entering the industry do so with the same minimum level of competence and safety.

  • Individuals who obtain a commercial learner’s permit (CLP) on or after February 7, 2022 will be required to meet the ELDT requirements.
  • Individuals who obtain a CLP before February 7, 2022, are not subject to the new ELDT regulations, so long as they obtain a CDL or endorsement before their CLP (or renewed CLP) expires.

The Theory Hazmat Certification is electronically submitted to the FMCSA no later than midnight of the first business day after the driver-trainee completes the training.
